Financial Estimation for Korean National Health Insurance according to Policies for Health Insurance Coverage Extension

Abstract
This study aims to conduct financial estimation for Korean national health insurance according to policies for health insurance coverage extension released in 2017. This study analyzes the financial estimation of national health insurance based on the Government¡¯s plan about insurance rate and the target coverage rate. Supposing that policies for health expenditure reduction failed and health insurance coverage reaches 70% by 2022 and this rate will be retained by 2028, national health insurance balance during this term is estimated to enter a deficit from 2019, and the accumulated reserve will be depleted in 2023. Although, supposing policies for expenditure reduction be implemented successfully, the health insurance balance during this period is also estimated to be a deficit. However, the accumulated reserve will be depleted in 2025. The financial estimation for Korean national health insurance is dependent on increasing rate of health expenditure, effectiveness of health expenditure reducing policies, health insurance rate and Government¡¯s subsidies.
